One of my clients has a bag, which does not have the ability to remove the lining and get to the bag for heat sealing the twill patch. Would you be able to recommend any glue to put the twill patches onto the bag?
I've used E-6000.

E6000 will definitely do the trick. It's used a lot to affix Swarovski crystals to velvet and satin fabrics, and I just used it to repair a pair of cheap flat nylon jaw jewelry pliers I bought -- the nylon jaw fell off and it worked great!
Use a popsicle stick to spread the glue on the back of the patch and then place the patch on your item. Lay a piece of wax paper on top and then put something heavy on top, like a book, and let it set. The wax paper will prevent any glue that may seep through from bonding to the book. It sets quickly but takes 24 hours to cure. If you mess up, you can use acetone to remove it. Dip a Q-tip in the acetone (or a toothbrush) but be sure to test the fabric before using the acetone though because it will disintegrate poly satin.....ask me how I know!! LOL
You can also try using Barge Cement which is used for leather shoe repair and for other things in costuming and millinery, but it's expensive. Here's a link:

E-6000 glue was used by my daughter's colorguard to affix BIG rhinestones to their show flags. Most of them stayed on. When those things are whipped around at very high speeds in all types of weather, it says a lot for the glue.
I also used it to glue a kids shoe back together until we got to a stop where they could purchase a new pair. Reattached the sole. Works great!
